This is a pair of Oreo advertising melamine plastic plates. They are blue with an Oreo splashing into a glass of milk and the words "Oreo Milk's Favorite Cookie." Each is 8" wide. They are in excellent condition with a few light utensil marks. They are not marked on the back, I don't know who made the plates.
